The Phantom Empire (幻影帝国 Gen'ei Teikoku?) is an evil kingdom that serves as the main antagonists hideout in Happiness Charge Pretty Cure!. Its leader is Red. The empire's main goal is to plunge the world into sadness and despair and rid it of all positive emotions such as love and courage. The empire has covered the places into five different environment, depending on the generals who summons the Saiarks. It turns out that they were being used by Deep Mirror and he is the Emperor of the Kingdom. Deep Mirror is the only member of the Phantom Empire after Queen Mirage was purified.
History[]
The members of the Phantom Empire had been locked inside a box called Axia that had been hidden within the Blue Sky Kingdom for years. However, Hime accidentally opened the box and released them. Soon after, they began their invasion.

- Queen Mirage's lair looks similar to Regina's room because the room is full of dolls and toys. They are always seen seating on the sofa.
- Phantom is the one who named the Empire's name when he joined Queen Mirage after being released from Axia.
- Madam Momere is the only general who did not attack Japan, possibly because he/she is the Alo~ha Pretty Cure's enemy.
- Phantom is the only member of the Phantom Empire to target more than one country.
- Namakelder, Hosshiwa, and Oresky are the only generals who target Japan.
