Tropica-Shine! Fully Motivated! Cure Summer! (トロピカれ！やる気全開！キュアサマー！ Toropikare! Yaruki Zenkai! Kyua Samā!)? is the 1st episode of Tropical-Rouge! Pretty Cure and is the 828th episode of the Pretty Cure franchise overall.
Summary
Natsuumi Manatsu is a first year middle school student who is moving to Aozora City to attend middle school in Spring after being born and raised on a small island all her life. However, when she moves to Aozora City, she meets the mermaid Laura, who says she is looking for the legendary warriors, Pretty Cure.

Synopsis
Manatsu is moving from Minamino Island to Aozora City to live with her mother, who works at the city aquarium, and to attend a middle school. Before leaving, she nearly forgets the lipstick her mother gave her. At the dock, the citizens of Minamino Island bid Manatsu farewell, including her dad. As she boards the ferry to Aozora City, she is ready to begin a new chapter in her life and get tropical.
Meanwhile, at Grand Ocean, everyone had been deprived of their Motivation Power, except for Laura, who looked somber. Laura spoke with the Mermaid Queen, who was unsure when the enemy would strike again. Laura asked if she could help, and the Queen revealed the existence of the Tropical Pact. She then instructed Laura to take it to the human world, but Laura was dismayed as she couldn't open it. The Queen informed Laura that she needed to find a human who could open it. She explained that if a human with sparking sunlight in their heart resonates with the mermaids, a key would appear. Laura questioned why humans were needed to save the Grand Ocean, and the Queen explained that the Witch of Delays had targeted the human world, and told Laura to find the key wielders, the legendary warriors, the Pretty Cure to protect the world. Laura asked if she could become a queen by doing this, which the Queen says depends on how well she did. Laura then says she'll do her best to find the Pretty Cure to become a queen.
Manatsu eagerly anticipates arrival on the ferry to Aozora City. Meanwhile, in the ocean, the Mermaid Aqua Pot is swimming across. Laura emerges from it and swims to the surface. As she reaches the surface, she sees Aozora City and spots the ferry that Manatsu is on. On the ferry, Manatsu was excited at the sight of the city. However, she imagines how dangerous the city could be, which scares her, but she applies lip gloss to her lips to boost her confidence. However, Manatsu drops her lipstick into the ocean, but Laura catches it.
At Aozora Port, Manatsu sees her mother, Aoi, and they run to each other as Manatsu's bag bursts open. Aoi and Manatsu then carry all of Manatsu's clothes. At Aozora Aquarium, Manatsu is amazed by all the sea life. Manatsu then sees a dugong, which she mistook for a dolphin. Mafune, the aquarium's director, explains to Manatsu that people used to mistake dugongs for mermaids. Manatsu wonders if mermaids exist, and Mafune says that humans have only explored 5% of the ocean, and she wouldn't be surprised if a mermaid kingdom did exist. Manatsu said she'd love to meet a mermaid if she could. Aoi tells Manatsu she has to get back to work, and tells her to tour the city.
Manatsu then goes to explore Aozora City. Meanwhile, Laura is looking for the humans with sparking sunlight in their hearts. All the while, Manatsu is excited to explore the streets of Aozora City, she then comes across a Pretty Holic store, where Sango spots Manatsu and gives her a warm smile, which makes Manatsu nervous, as she walks away.
A tired Laura is wondering how she's going to find Pretty Cure. After exploring the city, Manatsu decides to take a break. As she leaps backward, she realizes that Laura is in the same spot. Realizing that things aren't looking good for her, Laura tries to distract Manatsu, but the mermaid gets herself stuck in the rock, thinking that Laura's a fish, Manatsu pulls her free. Laura berates Manatsu for pulling on her tail so hard, and Manatsu gasps as she realizes that Laura is a mermaid.
Manatsu couldn't believe she had met a mermaid, but Laura asked why she was so excited and referred to her as "human." Manatsu introduced herself to Laura, and Laura introduced herself as Laura Apollodoros Hyginus La Mer. Manatsu thought Laura's name was very pretty, and that she was cute. However, Laura doesn't have time to accept compliments, as she needs to gain the Queen's approval to become the next queen of the Grand Ocean. Laura considers humans to be sacrificial pawns on her path to queendom. She holds Manatsu tightly with her tail, then lets go of her. Manatsu thinks Laura is homesick, which she could relate to as it's tough being alone in a new city. Manatsu looked for her lipstick but realized that she dropped her lipstick in the ocean on the ferry, fortunately, Laura pulled out her lipstick, and Manatsu thanked her. Manatus puts a little on Laura's lips and asks Laura if feels more confident, and ready to tropica-shine. Laura asked Manatus about the meaning of "Tropica-shine," and Manatus explained its significance. Laura thinks Manatsu could be a Pretty Cure, as she takes the Tropical Pact out of the Mermaid Aqua Pot, and tells Manatsu to open it. Manatsu tries to open the Tropical Pact but doesn't, much to Laura's disappointment. Laura decides to leave, before reminding Manatsu not to tell anyone that she saw a mermaid, and Manatsu says goodbye to Laura.
After moving into her new house, Manatsu stands outside and looks at her bedroom. Meanwhile, Laura realizes she has nowhere to go and notices that her lip gloss has washed off. Suddenly, Laura spots a group of joggers, and then Chongire appears. Laura recognizes Chongire as one of the Witch of Delays' servants. Chongire spots a palm tree and throws a dark purple orb at it, turning the palm tree into a giant monster called a Yaraneeda. The joggers try to run away, but the Yaraneeda starts firing coconuts at them. Hearing screams from the ocean, Manatsu quickly goes to investigate.
On the beach, the Yaraneeda steals the joggers' Motivation Power, and Laura sees it happen, and says this is bad, since there were no Cures among the joggers. Manatsu arrives to find Laura, and Chongire sees Laura and she gets stuck in the sand. The Yaraneeda captures Laura, and Chongire orders the Yaraneeda to take Laura's Motivation Power. Manatsu runs into the Yaraneeda's tail and tells Chongire to let Laura go. Chongire just wants Laura's Motivation Power, but Manatsu insists that he let Laura go. This upsets Chongire, and the Yaraneeda swats Manatsu away. Chongire asks Manatsu why she cares more about Laura than her own life, to which Manatsu replies that she decides what's most important to her and expresses her determination to save Laura. A ring appears on Manatsu's finger, the Tropical Pact flies into her hand, and Laura realizes that the Heart Kuru Ring is the key to opening the Tropical Pact. Using both the Heart Kuru Ring and Tropical Pact, Manatsu transforms into Cure Summer.
Laura couldn't believe Manatsu became a Pretty Cure. However, Chongire orders the Yaraneeda to attack Summer. The Yaraneeda fires coconuts at Summer, but she dodges them and runs towards the Yaraneeda. Summer spins the Yaraneeda around, before throwing it, making it let go of Laura. Suddenly, the Aqua Pot glows, and it locates the Motivation Power the Yaraneeda stole, as Laura presses it, Motivation Power comes out of the Yaraneeda, and enters the Mermaid Aqua Pot. Chongire tells the Yaraneeda to steal Summer's Motivation Power. However, her Motivation Power wasn't being taken out of her, as her Motivation Power was unbreakable. Just then, her lipstick floats out of her pouch, and it turns into a Heart Rouge Rod and finishes the Yaraneeda off with Otento Summer Strike. The Aqua Pot then releases the Motivation Power, returning it to the joggers, with Chongire teleporting away.
At sunset, Manatsu is having a hard time understanding the situation. However, Laura takes Manatsu's hand, smiles, and exclaims that Manatsu will now be fighting as a Pretty Cure alongside her. Meanwhile, at the lair of the Witch of Delays, Butler informs the Witch about the Pretty Cure, and they discuss planning their next move. Butler asks how they should proceed, while the Witch of Delays screams, but she then decides to delay the confrontation, and says she'll take action against the Pretty Cure tomorrow.

- Instead of the usual free DVD given away at toy stores, a 7-day campaign was held where daily videos were released on Pretty Cure's official YouTube channel in that timeslot. A part of a codeword was shown at the end of each video.
