Cultural Festival! Everyone Together, Let's Put Make-Up On Aozora! (文化祭！力あわせて、あおぞらメイク！ Bunkasai! Chikara Awasete, Aozora Meiku!)? is the 28th episode of Tropical-Rouge! Pretty Cure and is the 855th episode of the Pretty Cure franchise overall.
Summary
The Tropical Club run a "Aozora Make-Up Class" at the school festival. Meanwhile, Laura decides to investigate why Minori left the Literary Club.

Synopsis
In the library, Laura spots Minori looking wistfully at a certain book. After Minori leaves, Laura checks the book to discover it was written by Minori herself.
In class 1-5, a vote is taken for the class activity at the school festival. The winner is a crepe store, with 8 votes. The Tropical Club, meanwhile, is holding a booth teaching makeup techniques. Minori decides she will do a written research report, and suggests that club also builds a small dresser for the event.
That evening, Laura remembers Minori's troubled history with the Literary Club, how she once wrote a mermaid novel for the club but later left under mysterious circumstances, becoming self-conscious about others reading her writing thereafter.
With three days to go until the event, Izumi and Yukie of the Broadcast Committee are recording interviews with the students setting up stalls. Laura spots the Literary Club is setting up a stall to sell copies of a self-published book, and it reminds her of Minori's book. She asks Izumi, Minori's classmate, why Minori left the Literary Club. Izumi reveals that she enjoyed Minori's novel, but the reason why she left the club was still a mystery. Laura wonders if Minori would rather return to the Literary Club.
On school festival day, Chongire drops the orb for making the Zettai Yaraneeda, and sneaks into the festival. The Judo Club mistakes him for the crab mascot character they hired for their fried squid booth, and he gets roped into working for them.
When some of class 1-5's members fail to show up for their shift at the crepe booth, Manatsu and Laura are enlisted to fill in, leaving the Tropical Club's makeup booth understaffed. However, someone also needs to represent the Tropical Club at the Broadcast Commitee's interview livestream. The normally shy Minori, who has been working backstage, bravely puts on makeup to fill in.
Just then, Chongire finds his missing orb and summons a Yaraneeda made from fried squid, stealing Motivation Energy from the festival attendees. The Cures transform to fight it.
Cure Papaya is outraged when the Yaraneeda tramples on the Literary Club's self-published books. She uses her Heart Rouge Rod to attack with Surprise Papaya Shot. Cure La Mer uses the Mermaid Aqua Pot to recover the stolen Motivation Energy and defeats the Yaraneeda with Ocean Bubble Shower.
Later, the villains' base shakes as if an earthquake due to the Witch of Delays suffering form nightmares.
Back at school, Laura asks Minori directly why she quit the Literary Club. Minori tells how she originally joined the Literary Club and wrote a novel for a previous school festival, but was disappointed when a club senpai described it as plain and cliched, and lacking personal experience. After that she lost her ability to write, but regained it after joining the Tropical Club, being inspired by all the wonderful experiences she has had as a club member.

- The options of the vote for class 1-5's school festival event are a dance (2 votes), crepe store (8 votes), yakisoba (3 votes), haunted house (2 votes), and cafe (5 votes).
- The pose Laura makes when talking to the elementary schoolers at the festival is her iconic pose from her Pretty Cure transformation. Later, Minori strikes the same pose to copy her, but it's backwards because she is mirroring Laura's pose.
- This episode features flashbacks to episode 04, where Manatsu discovers Minori's mermaid story, and episode 15, where Laura (who has swapped bodies with Minori) discovers an excerpt of Minori's writing.
- In episode 4, Manatsu advises Minori to wear makeup in order to gain confidence. In this episode, she wears makeup when she's nervous about going on camera.
